{"id":2719,"date":"2017-01-05T04:18:06","date_gmt":"2017-01-05T04:18:06","guid":{"rendered":"http:\/\/huffsantacruz.org\/wordpress\/?p=2719"},"modified":"2017-01-05T04:18:06","modified_gmt":"2017-01-05T04:18:06","slug":"shelter-expansion-investigative-scrutiny-contrasts-sharply-with-santa-cruzs","status":"publish","type":"post","link":"http:\/\/huffsantacruz.org\/wordpress\/shelter-expansion-investigative-scrutiny-contrasts-sharply-with-santa-cruzs\/","title":{"rendered":"Shelter Expansion &#038; Investigative Scrutiny Contrasts Sharply With Santa Cruz&#8217;s"},"content":{"rendered":"<p><span style=\"font-size: 14pt;\">NOTES BY NORSE:\u00a0 Santa Ana&#8211;a City that was the focus on extensive legal action on behalf of the homeless 25 years ago&#8211; has transformed a retrofitted bus terminal downtown into a 24-hour homeless shelter serving hundreds of people.\u00a0 Criticisms by those upset by the overcrowding, harsh treatment, and favoritism are chronicled below in these Voice of Orange County articles (see also the links in the story below).\u00a0 However apparently legal pressure and the (now unlikely) prospect of federal intervention (as happened in the Bell v. Boise case) did prompt a massive if typically off-target expenditure to open up what may be the largest shelter on the West Coast.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><span style=\"font-size: 14pt;\">Santa Cruz, in contrast, has essentially eliminated year-round shelter services at its Homeless (Lack of) Services Center. \u00a0 Gone are<\/span><span style=\"font-size: 14pt;\">both the emergency <\/span><span style=\"font-size: 14pt;\">shelter element (which was never more than 50 spaces) &amp; the free meal aspect (shut down completely after June 2015)&#8211;actions that prompted the ongoing Freedom Sleeper demonstrations at City Hall. Fences, security guards, and ID cards have replaced the open campus practices of past years&#8211;apparently as a sop to NIMBY locals in the Harvey West Neighborhood Association and bigoted community groups like Take Back Santa Cruz.\u00a0 Disabled and ill clients have been literally thrown out on the street&#8211;to be subsequently hospitalized like Andy Carcero.\u00a0 Others have periodically <\/span><span style=\"font-size: 14pt;\">set up protest campsites outside demanding fair treatment.\u00a0 Mainstream and &#8220;alternative&#8221; media, unlike Orange County media, have paid no attention to the abuses at Coral Street and its slow steady descent into a prison-like posture. \u00a0 And for the thousands outside without even the possibility of shelter City Council throws money at police, rangers, and security thugs to &#8220;move along&#8221; disabled folks out into the rain from under the eaves of buildings. \u00a0 When will the simple realities of the presence of homeless people on the streets finally force authorities to abandon police-state tactics in favor of real resources?\u00a0\u00a0No time soon, I fear, without street and legal pressure.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 class=\"aBn\" tabindex=\"0\" data-term=\"goog_2009610724\"><span class=\"aQJ\">Midnight<\/span><\/span> Mission as we all try to do what\u2019s never really been done before in Orange County.<\/p>\n<p>Offer <a href=\"http:\/\/voiceofoc.org\/2016\/12\/issue-of-the-year-ocs-fight-against-homelessness\/\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/voiceofoc.org\/2016\/12\/issue-of-the-year-ocs-fight-against-homelessness\/&amp;source=gmail&amp;ust=1483671498409000&amp;usg=AFQjCNEjRZDBraeduWVna_Df6Yc36QP-Vg\"> homeless<\/a> people a concrete strategy toward recovery.<\/p>\n<p>Yet we will all have to work together to find and finance our way there.<\/p>\n<aside class=\"m_-7883017527415729644scaip m_-7883017527415729644scaip-1\"><\/aside>\n<p>And it won\u2019t be easy.<\/p>\n<p>The core of the County of Orange\u2019s approach is increasingly developing inside a retrofitted bus terminal at the downtown Santa Ana Civic Center, abruptly dubbed the <a href=\"http:\/\/voiceofoc.org\/2016\/11\/countys-courtyard-homeless-shelter-gets-mixed-reviews\/\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/voiceofoc.org\/2016\/11\/countys-courtyard-homeless-shelter-gets-mixed-reviews\/&amp;source=gmail&amp;ust=1483671498409000&amp;usg=AFQjCNFQwbUdPx8QPBMBIGeXOQ0G_0EMLg\"> Courtyard Transition Center<\/a> last year by county officials amidst a charged election campaign for county supervisor that deployed the homeless response center on a 30-day deadline last October.<\/p>\n<p>For many homeless activists at the Civic Center, the bus terminal was a significant achievement.<\/p>\n<aside class=\"m_-7883017527415729644scaip m_-7883017527415729644scaip-2\"><\/aside>\n<p>\u201cWe\u2019ve been pushing for something like this, a place to get people off the streets,\u201d said Larry \u201cSmitty\u201d Smith, a homeless activist who lived at the Civic Center in recent years.<\/p>\n<p>\u201cWe got exactly what we wanted,\u201d said Smith, who has himself in the last few months moved into permanent housing along with becoming employed with the Ilumination Foundation to work in the civic center area on homeless issues.<\/p>\n<p>Smith credits county officials for being considerate and thorough as they continue to retrofit the space to help homeless.<\/p>\n<p>\u201cWe never wrote down we wanted heat, wind blockage, tv, microwaves, full showers, laundry, even women getting their own bathrooms,\u201d Smith said. \u201cWe never thought we\u2019d get that.\u201d<\/p>\n<p>The Civic Center, much like the Santa Ana riverbed near the 57 Freeway, became a central gathering point for hundreds of homeless in recent years while county supervisors largely ignored the issue.<\/p>\n<p>Following a strong community outcry last year for a response at the Civic Center, and support for using the bus terminal as a rapid-response center, Supervisor Andrew Do pushed his colleagues on the board to authorize a purchase of the facility for $5 million along with a $1.3 million annual budget.<\/p>\n<p>Do, who took a chance on the project \u2013 and ultimately rode publicity for the effort to re-election in November \u2013 deserves credit for getting county homeless policy off life-support.<\/p>\n<p>The question in 2017 for all of us is what kind of policy are we moving toward?<\/p>\n<p>So far, the Courtyard has been a clear success.<\/p>\n<p>This past month, when the rains fell on the Civic Center \u2013 hundreds had a safe and dry roof to sleep under.<\/p>\n<p>On most nights, nearly 400 people are sleeping at the terminal \u2013 <a href=\"http:\/\/voiceofoc.org\/2016\/02\/bus-terminal-attracts-few-homeless-people\/\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/voiceofoc.org\/2016\/02\/bus-terminal-attracts-few-homeless-people\/&amp;source=gmail&amp;ust=1483671498409000&amp;usg=AFQjCNHbTPpr010SYwxn0SNFSVfECHCGFA\"> four times as many as when it first opened for cold weather last winter<\/a>, which was run by Mercy House.<\/p>\n<p>Nearly 20 people have already been moved into permanent housing, 18 Courtyard residents have gotten jobs, and more than 100 people are accessing government services at the site each week, according to a <a href=\"http:\/\/voiceofoc.org\/2017\/01\/santana-focusing-homelessness-policy-is-biggest-challenge-of-2017\/civic-center-update-newsletter-december-final\/\" target=\"_blank\" rel=\"attachment wp-att-269903\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/voiceofoc.org\/2017\/01\/santana-focusing-homelessness-policy-is-biggest-challenge-of-2017\/civic-center-update-newsletter-december-final\/&amp;source=gmail&amp;ust=1483671498409000&amp;usg=AFQjCNH4JohRdwtHHSH4uA6995DKBVY7UA\"> civic-center update newsletter<\/a>\u00a0sent out by the County of Orange.<\/p>\n<p>The scene at the Courtyard itself is impressive, looking like a community center with numerous tables, a TV viewing center, storage, bike parking, bathrooms, laundry and organized feeding. At the periphery, you can see people getting assistance through government workers and small cubicles for those that are awaiting program placement.<\/p>\n<p>Yet there are real challenges.<\/p>\n<p>As our <a href=\"http:\/\/voiceofoc.org\/2016\/12\/incidents-raise-concerns-about-employees-of-homeless-shelter-operator\/\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/voiceofoc.org\/2016\/12\/incidents-raise-concerns-about-employees-of-homeless-shelter-operator\/&amp;source=gmail&amp;ust=1483671498409000&amp;usg=AFQjCNFyHku-B1hS8thzA8OnqnWvdTpUBQ\"> newsroom has chronicled<\/a>, there are some activists already raising concerns about how the Courtyard is being managed, with things like the approach toward security triggering questions.<\/p>\n<p>Eve Garrow, a policy analyst with the ACLU that also has worked alongside Smith on civic center homeless issues, sees challenges at the bus terminal and fears county officials are trying to do it on the cheap.<\/p>\n<p>\u201cWhen I visit the courtyard, I see an extremely disabled population,\u201d Garrow said.<\/p>\n<p>Note that the ACLU currently has a <a href=\"https:\/\/www.clearinghouse.net\/chDocs\/public\/PB-CA-0045-0003.pdf\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=https:\/\/www.clearinghouse.net\/chDocs\/public\/PB-CA-0045-0003.pdf&amp;source=gmail&amp;ust=1483671498409000&amp;usg=AFQjCNFbXTL-5YudmWPjHSHdWkGUXo_DUg\"> lawsuit pending against the City of Laguna Beach<\/a>, arguing that the city\u2019s efforts on a shelter are coming up short.<\/p>\n<p>Going cheap can be costly, Garrow warns.<\/p>\n<p>\u201cMy litmus test is would you have your grandmother living there?,\u201d Garrow said.<\/p>\n<p>She\u2019s afraid county efforts at the bus terminal could make things worse, especially among those with mental conditions like PTSD, if the site is not properly developed.<\/p>\n<p>\u201cIt\u2019s very crowded,\u201d Garrow said of the Courtyard.<\/p>\n<p>I wrote previously that security at the site would be one of the most complex undertakings.<\/p>\n<p><span class=\"aBn\" tabindex=\"0\" data-term=\"goog_2009610725\"><span class=\"aQJ\">Midnight<\/span><\/span> Mission officials seem to have found a good approach so far, getting more than 400 homeless people to trust enough to use the facility with a low visibility security approach.<\/p>\n<p>It\u2019s important to point out that so far there have been hundreds of people sleeping next to each other at the site for months and there have been no major incidents.<\/p>\n<p>Yet one thing that nonprofits and government agencies don\u2019t handle well is criticism and controversy. It makes them nervous and they tend to dig their heads in, stop returning reporters phone calls.<\/p>\n<p>That\u2019s a recipe for disaster.<\/p>\n<p>This whole process will be delicate. There\u2019s a lot to debate and learn. There will be mistakes, opportunities for course corrections.<\/p>\n<p>Smith puts it in proper perspective.<\/p>\n<p>\u201cYes, there are 400 people here packed together. Most have mental issues. And yes, there are situations. In a perfect world, they\u2019d (security) catch everything. But the world has never been black and white. It\u2019s always been grey,\u201d Smith said.<\/p>\n<p>The <span class=\"aBn\" tabindex=\"0\" data-term=\"goog_2009610726\"><span class=\"aQJ\">Midnight<\/span><\/span> Mission approach to security has been key to getting buy in, Smith notes.<\/p>\n<p>\u201cBy lowering the barriers, letting anybody come in, you changed the whole best practices plan in OC,\u201d Smith said. \u201cThat changed it all.\u201d<\/p>\n<p>Smith said the Courtyard has had such great success, there is talk of fast-tracking things at the county\u2019s proposed homeless shelter site on the Anaheim\/Orange border, popularly referred to as the Kramer site by officials \u2013 for the street where it is located at.<\/p>\n<p>There is reportedly talk of putting into practices the lessons from the Courtyard and housing people right on the warehouse floor.<\/p>\n<p>Yet that potential change is already triggering public questions from local elected officials like Anaheim City Councilwoman Kris Murray, who came forward to raise such questions at a county supervisors\u2019 meeting last month.<\/p>\n<p>Supervisor Todd Spitzer, who drove the political deals that ushered in the operations plan for the Kramer site, called on county leaders to publicly update where plans are.<\/p>\n<p>Some fear the Kramer site could sit empty because of the deals that made it politically palatable.<\/p>\n<p>\u201cRead the operation plan for Kramer, nobody will use that,\u201d Smith said. \u201cPeople will not give up their rights. What they don\u2019t want they do is go through bullshit to get off the street.\u201d<\/p>\n<p>These are all important, tough questions, which underscores the fact that this should all be a public process, with periodic public updates. That makes for better policy \u2013 even if public meetings go a little longer and are a bit more passionate.<\/p>\n<\/section>\n<\/article>\n<div id=\"m_-7883017527415729644Signature\">\n<p>&nbsp;<\/p>\n<div class=\"m_-7883017527415729644post-message\" dir=\"auto\">\n<p>The Kraemer Place plan was always driven by supervisorial ego and public relations &#8211; not practicality. Everybody was emotionally invested in the big expenditure on a permanent building. The more it cost the better the County liked it. \u00a0That $10,000,000 could have been invested in rapid solutions to the most pressing problems. \u00a0It&#8217;s not even in the right place. So it will need a whole new transportation apparatus. \u00a0P.S. it&#8217;s not being &#8220;fast-tracked.&#8221; That&#8217;s govspeak. It was already (predictably) behind schedule so they are adding a quicker, sleep on the floor \/>countys-courtyard-homeless-<wbr \/>shelter-gets-mixed-reviews\/<\/a>\n<\/div>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\">Nearly two months since its debut, the new homeless shelter that Orange County runs out of an abandoned bus terminal in downtown Santa Ana is getting mixed reviews from the people it serves and homeless advocates.<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\"><br \/>\n<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\">On one hand, the shelter, which county officials have dubbed the \u201cCourtyard,\u201d is providing a safe resting place for hundreds of people each night, with the population on some nights reaching well over 400. <\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\">And beyond being a place for homeless people to sleep, shower, do laundry and store their belongings,\u00a0it\u00a0has become a\u00a0hub that connects people to services like medical clinics, veterans\u2019 benefits and legal aid.<\/span><\/p>\n<aside class=\"m_-7883017527415729644scaip m_-7883017527415729644scaip-1\"><\/aside>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\">\u201cI think we\u2019ve exceeded a lot of people\u2019s expectations \u2013 even mine \u2013\u00a0with regards to our ability to gain the trust of a population who\u2019s been outside for a number of years,\u201d said Susan Price, the county\u2019s homeless services coordinator. \u201cTo get up over 300 [people sleeping there each night] <span class=\"aBn\" tabindex=\"0\" data-term=\"goog_2009610727\"><span class=\"aQJ\">in 30 days<\/span><\/span> is pretty amazing.\u201d<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\"><br \/>\n<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\">The shelter and its staff have helped some homeless people reunite with their families, treat drug and alcohol addiction, and obtain housing, according to county officials.<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\">And in addition to what its done for homeless people, Jennifer Muir, general manager of the Orange County Employees Association (OCEA), said the Courtyard is a step in the right direction toward making the Civic Center a safer place to work.<\/span><\/p>\n<aside class=\"m_-7883017527415729644scaip m_-7883017527415729644scaip-2\"><\/aside>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\"><br \/>\n<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\">\u201cIt\u2019s great that the shelter got opened so quickly and that it seems to be providing a space for people who have been living in the Civic Center to go,\u201d said Muir, who represents most of the county\u2019s 20,000 employees. \u201cNow is the time for the camping laws to be enforced in the Civic Center area because it\u2019s unsafe for the public\u2026and it\u2019s unsafe for the workers.\u201d<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\">\n<p class=\"m_-7883017527415729644p1\">But problems have also emerged at the shelter, including complaints about how the staff from The <span class=\"aBn\" tabindex=\"0\" data-term=\"goog_2009610728\"><span class=\"aQJ\">Midnight<\/span><\/span> Mission, the nonprofit group hired by the county to run the shelter, interacts with the homeless people they serve.<\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\"><br \/>\n<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\">Some complain that the staff, who also serve as security guards, get inappropriately upset at homeless people,\u00a0many of whom have mental illnesses. One guard swatted a homeless man\u2019s phone as he was taking video on a sidewalk, <\/span>calling him a \u201cbitch\u201d and \u201canother nut\u201d before a supervisor intervened, <a href=\"https:\/\/www.youtube.com\/watch?v=g5Ca-Yn4FUo&amp;t=27s\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=https:\/\/www.youtube.com\/watch?v%3Dg5Ca-Yn4FUo%26t%3D27s&amp;source=gmail&amp;ust=1483671498410000&amp;usg=AFQjCNHIq1EPUbIQ1Y3LbxybHGEiTTtPlA\"> according to a video of the exchange<\/a>.<\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\">Others have described the staff ignoring the pleas of a 17-year-old homeless girl who was trying to join her family in the shelter late\u00a0one night.<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><strong><br \/>\n<\/strong><\/p>\n<p class=\"m_-7883017527415729644p1\"><strong>Progress and Concern<\/strong><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\">Significantly reducing the homeless population at the county\u2019s Civic Center in downtown Santa Ana was one of the main goals officials cited when they opened the shelter. Progress has been made on that front, with county surveys showing a drop of homeless people in the Civic Center during the day from 461 people before the shelter to a little under 200 as of earlier this month.<\/span><span class=\"m_-7883017527415729644s1\">\u00a0\u00a0\u00a0 But officials acknowledge that much work remains.<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\">\u201cCertain sections [of the Civic Center] look as crowded as they\u2019ve ever looked, unfortunately,\u201d said Brad Fieldhouse, whose nonprofit group City Net was hired by the county to coordinate volunteers, during a meeting with providers.<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\"><br \/>\n<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\">Meanwhile, hospitals and organizations from other parts of the county are routinely dropping people off at the new shelter, which has been stretched past\u00a0capacity \u00a0<\/span><span class=\"m_-7883017527415729644s1\">\u201cWe\u2019ve got local hospitals discharging people to the Courtyard, which is very challenging, and in many cases likely not an appropriate discharge\u2026for people with significant medical issues,\u201d Price said.<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\"><br \/>\n<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\">Much of the capacity problem will likely be relieved, albeit temporarily, <span class=\"aBn\" tabindex=\"0\" data-term=\"goog_2009610729\"><span class=\"aQJ\">next Monday<\/span><\/span> when an extra 400 beds come online in Santa Ana and Fullerton at the county\u2019s cold-weather armory shelters. Those shelters will be open until April.<\/span><span class=\"m_-7883017527415729644tx m_-7883017527415729644f11\"> \u00a0 But even if the Courtyard succeeds in reducing the Civic Center population, county officials still appear to be a long way from<\/span><span class=\"m_-7883017527415729644tx m_-7883017527415729644f11\">\u00a0their ultimate goal of finding people permanent housing<\/span><span class=\"m_-7883017527415729644tx m_-7883017527415729644f11\">.<\/span><span class=\"m_-7883017527415729644s1\"> \u00a0 \u201cIt gives somebody immediate shelter, but now the really hard work\u201d needs to happen, said Paul Leon, president and CEO of the Illumination Foundation, which has been working with the county to provide housing and support services for homeless people.<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\"><br \/>\n<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\">While 3,058 single men and women were homeless during last year\u2019s point-in-time count, there are just 1,624 rapid re-housing and permanent supportive housing beds for them, <a href=\"https:\/\/voiceofoc.org\/2016\/10\/county-touts-efforts-for-homeless-but-funding-still-a-question\/\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=https:\/\/voiceofoc.org\/2016\/10\/county-touts-efforts-for-homeless-but-funding-still-a-question\/&amp;source=gmail&amp;ust=1483671498410000&amp;usg=AFQjCNGnPW7MOTmBI3MG9HCsx6vYguivIQ\"> according to county figures<\/a>.<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\">\u201cWe definitely want to shift our focus to how the community can help us shelter and house this population,\u201d said Price. Since the new shelter opened, about 15 people have been referred into housing, she said.<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\">Her bosses on the Board of Supervisors \u2013\u00a0who oversee county policy and budgets\u00a0\u2013 <a href=\"https:\/\/voiceofoc.org\/2016\/10\/county-touts-efforts-for-homeless-but-funding-still-a-question\/\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=https:\/\/voiceofoc.org\/2016\/10\/county-touts-efforts-for-homeless-but-funding-still-a-question\/&amp;source=gmail&amp;ust=1483671498410000&amp;usg=AFQjCNGnPW7MOTmBI3MG9HCsx6vYguivIQ\"> so far haven\u2019t shown interest<\/a>\u00a0in figuring out how to fund a significant expansion of affordable housing for the homeless, whether that\u2019s through public\u00a0funds, outside\u00a0fundraising, or a mixture of both.<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\"><br \/>\n<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\">One manifestation of the lack of housing options, advocates say, is the drop-offs at the shelter by hospitals and other health providers.<\/span><span class=\"m_-7883017527415729644s1\"> \u00a0Many drug rehab centers and mental health providers across Orange County are now sending people to the Courtyard, according to Dwight Smith, a longtime advocate and volunteer for Orange County\u2019s homeless. \u00a0\u201cNow at last the taxpayers will see what social workers have always seen \u2013 there\u2019s no point to being a social worker if there\u2019s no place to refer anybody, because our mental health budget is deplorable,\u201d Smith said.<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><strong>Issues With <span class=\"aBn\" tabindex=\"0\" data-term=\"goog_2009610730\"><span class=\"aQJ\">Midnight<\/span><\/span> Mission<\/strong><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\">Beyond the long-term housing issue, Smith and others are seeing more immediate problems with how <span class=\"aBn\" tabindex=\"0\" data-term=\"goog_2009610731\"><span class=\"aQJ\">Midnight<\/span><\/span> Mission has been operating the Courtyard.<\/span><span class=\"m_-7883017527415729644s1\">\u00a0\u00a0 Smith, who volunteers his time serving food at the shelter, and said many of the <span class=\"aBn\" tabindex=\"0\" data-term=\"goog_2009610732\"><span class=\"aQJ\">Midnight<\/span><\/span> Mission staff, who also serve as security guards, don\u2019t know how to properly deal with people who have mental illnesses, who are a large portion of the homeless population. \u00a0 \u201cI can\u2019t think of a worse vendor, because clearly those people don\u2019t have a whole lot of experience in dealing with hungry, lonely, angry people,\u201d Smith said.<\/span><span class=\"m_-7883017527415729644s1\"> \u00a0He said two of the staffers have told him they have felony convictions, with one saying he was a former gang member. And Smith said he was told that when one of the homeless people got in an argument with a security guard, the guard \u201ctook off his vest and kicked him in the head.\u201d<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\"><br \/>\n<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\">Mike Arnold, CEO and president of <span class=\"aBn\" tabindex=\"0\" data-term=\"goog_2009610733\"><span class=\"aQJ\">Midnight<\/span><\/span> Mission, disputed such accounts, saying violence is coming from homeless people against his staff.<\/span><span class=\"m_-7883017527415729644s1\"> \u00a0 \u201cWe\u2019re really trying to make this as welcoming, as friendly, as safe as we possibly can. And we\u2019re balancing things with very sick people,\u201d he said.As for the guards\u2019 backgrounds, some of them are graduates of a <span class=\"aBn\" tabindex=\"0\" data-term=\"goog_2009610734\"><span class=\"aQJ\">Midnight<\/span><\/span> Mission substance abuse program in Los Angeles, where people can live and work for the organization after graduating from the program.<\/span><span class=\"m_-7883017527415729644s1\"> \u00a0Some may have felony convictions, Arnold said, \u201cbut I can tell you this \u2013\u00a0they are all really good people\u201d who turned their lives around and \u201creally understand the issue\u201d of homelessness because they themselves have some of the same issue<\/p>\n<p><\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><del><\/del><span class=\"m_-7883017527415729644s1\">Advocates, meanwhile, have pointed to specific incidents they say underlie their concerns about staff<\/span><span class=\"m_-7883017527415729644s1\"><a href=\"https:\/\/www.youtube.com\/watch?v=g5Ca-Yn4FUo\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=https:\/\/www.youtube.com\/watch?v%3Dg5Ca-Yn4FUo&amp;source=gmail&amp;ust=1483671498410000&amp;usg=AFQjCNG8gei-lnYcWPcoIZDDSJWOTivkeA\">In one video<\/a>, a homeless man and activist, Igmar Rodas, is\u00a0filming on a public sidewalk in front of the shelter when <a href=\"https:\/\/www.youtube.com\/watch?v=g5Ca-Yn4FUo\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=https:\/\/www.youtube.com\/watch?v%3Dg5Ca-Yn4FUo&amp;source=gmail&amp;ust=1483671498410000&amp;usg=AFQjCNG8gei-lnYcWPcoIZDDSJWOTivkeA\">a guard grabs at his camera and tells him to leave the area<\/a>. [<a id=\"m_-7883017527415729644LPlnk790448\" class=\"m_-7883017527415729644OWAAutoLink\" href=\"https:\/\/www.youtube.com\/watch?v=g5Ca-Yn4FUo\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=https:\/\/www.youtube.com\/watch?v%3Dg5Ca-Yn4FUo&amp;source=gmail&amp;ust=1483671498410000&amp;usg=AFQjCNG8gei-lnYcWPcoIZDDSJWOTivkeA\">https:\/\/www.youtube.com\/<wbr \/>watch?v=g5Ca-Yn4FUo<\/a>] The guard later calls Rodas a \u201cbitch\u201d before radioing his supervisor to say \u201cwe got another nut out here.\u201d \u00a0The supervisor, Emanuel Davis, then comes out and calmly de-escalates the situation, telling the guard to leave the area while letting Rodas be.<\/span><span class=\"m_-7883017527415729644s1\"> \u00a0Regarding the video, Arnold said Rodas, who has written articles on the Courtyard for Voice of OC, baited the guard into a confrontation and then falsely claimed he was assaulted. \u00a0 \u201cI didn\u2019t see anything there,\u201d Arnold said of the video.<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\"><br \/>\n<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\">Also\u00a0concerning to advocates was the situation involving a\u00a017-year-old girl who was denied access to the shelter.<span class=\"m_-7883017527415729644s1\"> \u00a0Her father, Miguel Hurtado \u2013\u00a0who is also homeless \u2013\u00a0says she arrived after <span class=\"aBn\" tabindex=\"0\" data-term=\"goog_2009610735\"><span class=\"aQJ\">10 p.m.<\/span><\/span> to sleep at the shelter, which <a href=\"http:\/\/www.ocregister.com\/articles\/homeless-731251-people-shelter.html\" target=\"_blank\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/www.ocregister.com\/articles\/homeless-731251-people-shelter.html&amp;source=gmail&amp;ust=1483671498410000&amp;usg=AFQjCNG2WQ8TPY3YTAY_cE67s4fkRGsTFA\"> had been promoted as a 24-hour-a-day facility<\/a>, but found the door\u00a0locked. She tried to get the guards\u2019 attention by shouting, to no avail, Hurtado told Rodas in a video interview. \u00a0 \u201cThey wouldn\u2019t even pay attention. They ignored it,\u00a0like totally ignored it, like they didn\u2019t even care,\u201d Hurtado said of the shelter staff. \u201cMy daughter was yelling and screaming, and nobody answered the damn door.\u201d<\/span><span class=\"m_-7883017527415729644s1\">\u00a0\u00a0\u00a0 Arnold said the incident was a mistake on the second or third night of the shelter being open, when there was a shift change among staff and no one indicated to the staff on shift that Hurtado\u2019s daughter would be coming in later. \u00a0 \u201cThat was an isolated event that was an opening hiccup. It was unfortunate,\u201d he said, adding that policies were developed to ensure that something like that \u201cnever happens again.\u201d<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\"><br \/>\n<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\">There have also been reports that officials at the shelter, which is where food and bathrooms have been relocated, have made some people wait for\u00a0food and other services based on a badge system.<\/span><span class=\"m_-7883017527415729644s1\"> \u00a0Early last week, homeless residents staying the night were issued orange \u201cResident\u201d badges. Those who didn\u2019t have badges went to\u00a0the shelter the next day for food, bathrooms or showers were told by staff they had to wait for people with badges to go first, according to interviews conducted by Rodas, a homeless man and activist. \u00a0 One man said that when he tried to get a badge, he was told they weren\u2019t being handed out.<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\"><br \/>\n<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\">Price confirmed last week that a badge system was in the works, but said food and other services are still open to everyone during the day.\u00a0Asked if she disputes accounts that access was being restricted last week based on badges, Price said she was \u201cunable to confirm or speculate.\u201d<\/span>Additionally, several volunteers who have long served food in the Civic Center are upset about being told by police to move their feeding into the shelter. Some have said they\u2019ve been threatened with arrest if they continue feeding in the Civic Center.<span class=\"m_-7883017527415729644s1\">\u00a0\u00a0 A video by Rodas shows officers acknowledging they\u2019ve been telling food providers to move to the shelter, and that they could enforce county health codes if providers don\u2019t move.<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><span class=\"m_-7883017527415729644s1\"><br \/>\n<\/span><\/p>\n<p class=\"m_-7883017527415729644p1\"><i>Nick Gerda covers county government and Santa Ana for Voice of OC.
