The\u00a0paper lays out four areas that Siegel will innovate in his approach to\u00a0both increasing access to permanent housing and supporting people without\u00a0shelter in their daily lives:<br \/>\n&gt;<br \/>\n&gt; Housing First: The simplest strategy is also proven the most effective:\u00a0give chronically homeless people a home with no strings attached. Siegel<br \/>\nwill double Oakland&#8217;s current investment in the Permanent Access to\u00a0Housing program in order to serve twice as many chronically homeless\u00a0individuals.<br \/>\n&gt;<br \/>\n&gt; Tiny Houses: The potential of the &#8220;Tiny House&#8221; movement to address\u00a0homelessness has been recognized nationwide. These houses, costing as\u00a0little as $5,000 to build, require minimal amounts of land and need not be\u00a0connected to the power grid.<br \/>\n&gt;<br \/>\n&gt; Homelessness is not a Crime: Siegel supports legislative approaches such\u00a0as California&#8217;s Homeless Bill of Rights proposed by Senator Tom\u00a0Ammiano.
