{"id":4820,"date":"2020-12-30T14:44:28","date_gmt":"2020-12-30T14:44:28","guid":{"rendered":"http:\/\/huffsantacruz.org\/wordpress\/?p=4820"},"modified":"2022-01-12T04:38:10","modified_gmt":"2022-01-12T04:38:10","slug":"protest-history-in-santa-cruz-creating-minimal-emergency-shelter-and-the-beginnings-of-decriminalization-of-those-outside","status":"publish","type":"post","link":"https:\/\/huffsantacruz.org\/wordpress\/protest-history-in-santa-cruz-creating-minimal-emergency-shelter-and-the-beginnings-of-decriminalization-of-those-outside\/","title":{"rendered":"Protest History in Santa Cruz Creating Minimal Emergency Shelter and the Beginnings of Decriminalization of those Outside"},"content":{"rendered":"\n<p><strong>Achievement Through Successful Protest&nbsp;<\/strong><\/p>\n\n\n\n<p><strong>Rough Draft of a History of Protest Against Sweeps and For Shelter&nbsp;<\/strong><\/p>\n\n\n\n<ul><li>Protest created the <strong>first Winter Shelter in 1985<\/strong> at what is now Kuumbwa Jazz Center; &nbsp;<\/li><li>Protest forced the City to <strong>purchase the mini-shelter at River St<\/strong>. in 1986; &nbsp;<\/li><li>Protest pressured the <strong>opening of the River St. Annex<\/strong> in 1989; &nbsp;<\/li><li>Protest created <strong>the Free Meal<\/strong> in 1989; which evolved into the <strong><em>Homeless Community Resources Center<\/em><\/strong> 1990&#8217;s; which became the <strong><em>Homeless Services Center<\/em><\/strong> in 1999; &nbsp;<\/li><li>Protest embarrassed the City into <strong>expanding the <em>Interfaith Satellite Shelter Program <\/em><\/strong>in the early 90\u2019s; &nbsp;<\/li><li>Protest prompted the tolerated <strong>\u201cback 40\u201d camping zone<\/strong> in 1991; &nbsp;<\/li><li>Protest prompted the City to \u201callow\u201d churches to have <strong>3 cars as survival campers per night<\/strong> on their parking lots in 1995; &nbsp;<\/li><li>Protest forced the <strong>reduction of penalties in the Sleeping Ban<\/strong> in 1999 and \u201callowed\u201d business parking lots to allow 2 cars per night; &nbsp;&nbsp;<\/li><li>Protest moved courts to <strong>remove Failure to Appear warrants<\/strong> for Sleeping Ban infractions around 2005;&nbsp;<\/li><li>Protest motivated the City Attorney and a compliant City Council to create the <strong>Waiting List exception<\/strong> stopping the filing of camping tickets in 2010;&nbsp;<\/li><li>Protest prompted the <strong>suspension of Camping Ban citations<\/strong> along with the Federal Courts <strong><em>Boise v.
