Norse’s Notes

Phone reports indicate the Benchlands City-County campground residents have largely been moved to the distant Delaveaga area–for which, no reports yet.  “Camp Freedom” the 50-tent mini village adjacent to the Lawn Bowling court reports inadequate sanitary facilities and a pressing need for potable water.   San Lorenzo bathrooms remain shut and there has been no invitation to use the County building bathrooms.   The same crucial shortages plague the Hiway 1 camps though it is adjacent to the many fenced-off services of the deceptively named Housing Matters  (proposed truth-in-advertising name Funding Matters).  The City and County have made no provision for predicted December rains, likely put the many camps underwater.

Survival campers near the Tannery have reportedly been driven off, with NOMAD workers reportedly assisting them in moving but not necessarily to any basic service access.  The reality of increasingly cold Winter nights still hasn’t stirred warm-and-cozy City and County bureaucrats into setting up badly-needed restroom, food, water, and charging services for the overwhelming majority of those outside.

Assistant City Mangler Susie O’Hara has reportedly stepped away or been dumped from her position as puff piece pusher and ardent apologist, backing of Mangler Martin Bernal’s inflated and false shelter claims in the sweeping of earlier survival camps in San Lorenzo Park and Ross. 

City Council’s lead Uncle Tom Justin Cummings & and his go-to Big Daddy Supervisor Ryan Coonerty have done nothing to open emergency Winter Shelter as temperatures drop.  Nor have either moved to relieve the risk of the many congregate shelters (Veteran’s Hall, Laurel St., Paul Lee) as the second wave of COVID-19 hits. 

And Brent Adams of the Warming Center overflow shelter has expanded his rented space, but still awaits support from the City money managers.  He notes the County is willing to spend $2000 per person and $1 million a year for the well-managed but absurdly expensive Benchlands (now Delaveaga) campground, but won’t even provide the limited Winter Shelter traditional at this time of year to stem the homeless suffering as winter sets in.  No offered accounting of City and County outlays from Project Roomkey and Project Housekey to identify the vulnerable homeless population ignored.  And word has not reached us that either City or County have applied for Newsom’s Project funds.

While a number of vulnerable unhoused are temporarily in the safer motel shelter, most of those “sheltered” are warehoused in the unhealthy group shelters–and even those shelters have waiting lists as the SCPD and its “social worker” allies pass out alleged available resource lists.   

Vendors on Beach St. sidewalks continue to be banned, breaking promises to take action by October to redress the situation. 

Chief Andy Mills police “reforms” backed by his City Council go-to Justin Cummings were unanimously ratified by the Council at its final November meeting before the “new” Council sashays in 2nd Tuesday in December.  They provide no police defunding and were done with screened public input and a shrunken public comment period on November 24th.

NOMAD (Needs Oriented Movement Assistance and De-escalation) continues to plan meetings and actually act to assist vehicle dwellers under police and vigilante threat from “Dirty Hands” Deb Elston’s “volunteers”.      Call 226-998 for more information.

Benchlands City-County campground residents have largely been moved to the distant Delaveaga area.   New fences are going up on the County Bureaucrat side of “Camp Freedom” at the Lawn Bowling court.  A few residents have been given a few days notice to move or else.  Some departing County campground residents have given their tents and cots to the Freedom folks, but there is now no potable water available and few portapotties.  San Lorenzo bathrooms remain shut and there has been no invitation to use the County building bathrooms.   The same crucial shortages plague the Hiway 1 camps..  December  Rain, residents tell me, are likely to turn their camping area in front of the Housing Mutters ad sign on hiway 1 up to and beyond the railroad tracks into a river.   

Povertypimp Patron Don Lane backs grantgrabber claims of extensive shelter (see https://www.donlane.org/post/the-invisible-blogger-reappears-and-has-new-stuff-to-say-about-homelessness-in-santa-cruz-county? )    Campsites at the Benchlands, near Felker St. and the cemetery face “flood warning” excuses to be moved along, with NOMAD workers reportedly planning to assist them in moving where they want to go.  The reality of increasingly cold Winter nights still hasn’t stirred warm-and-cozy City and County bureaucrats into setting up badly-needed restroom, food, water, and charging services for the overwhelming majority of those outside.  

City Council’s agenda again had nothing re: Winter Shelter, nor relieving the risk of the many congregate shelters (Veteran’s Hall, Laurel St., Paul Lee).  Brent Adams of the Warming Center overflow shelter has expanded his rented space, but gets no support from the City coffers. 

My Public Records Act requests remain fundamentally unanswered.  One asked for access to the citations of RV dwellers targeted for harassment by volunteer police officer and veteran reactionary Deborah Elston..  Another sought key memos from Supervisor Coonerty to Councilmember Myers on a rumored round-em-up and ship-em-out deportation scheme against the homeless. 

No offered accounting of City and County outlays from Project Roomkey and Project Housekey to identify the vulnerable homeless population ignored.  The costly $1 mil per year Benchlands campground was an example of providing a showcase shelter for a few while ignoring the plight of the many–standard Santa Cruz strategy.

The Pogonip camps continue to be blocked off with no restoration of portapotties, wash stations, and trash pick-ups along hiway 9.   Ditto with the scores of tents along hiway 1 near the intersection with 9–no portapotties for the scores of Pogonip evacuees there.   

And, of course, there’s no drop-in Winter Shelter so folks willing to brave congregate shelters are being left outside to freeze this winter. 

No change in “The Mangler”‘s  Emergency Edict banning (largely Latinx) vendors on Beach St. with a “report” that reports no vending options for the vendors.  

NOMAD (Needs Oriented Movement Assistance and De-escalation) and Food Not Bombs have reportedly helped some vehicle dwellers move their vehicles to temporary safety or secured possessions from threatened vehicles.      Call 226-998 for more information.

Benchlands City-County campground residents are being moved to the distant Delaveaga area. Nearby “Camp Freedom” residents next to the Lawn Bowling court have not, as of yet, been warned to move, though rains are approach.   The many survival camped along Hiway 1 report no specific warnings to move, but rumors of that happening soon–with no place to go as usual, after having been ousted from long-time camping areas in the Pogonip.  Rain, residents tell me, is likely to turn their camping area in front of the Housing Mutters ad sign on hiway 1 up to and beyond the railroad tracks into a river. 

Some residents who ousted from the Wheelworks Association of Faith Communities parking lots near the vacant sports Stadium and the nearby vacant FEMA intake center on Front St. report they were quickly ousted from the Harvey West camp they set up.  Campsites near Felker St. and the cemetery face “flood warning” excuses to be moved along, with NOMAD workers reportedly planning to assist them in moving where they want to go.  The reality of increasingly cold Winter nights hasn’t stirred warm-and-cozy City and County bureaucrats into setting up badly-needed restroom, food, water, and charging services for the overwhelming majority of those outside.

City Council had nothing on its November 10th agenda either, other than a feel good 3-year plan to chat on about homeless deficiency and solutions without taking the basic steps to defend life and health this winter in yet another of its “no public, please” meetings held by Zoom instead of at the Civic Auditorium accessible to the anxious public. 

Food Not Bombs continues to serve daily 1-4 PM at Parking Lot #23 behind the Taco Bell for the moment, though City Mangler Bernal has been authorized to close it down and fence it off at any time. 

I have filed another Public Records Act request seeking information on a rumored Board of Supervisors memo in possession of Ryan Coonerty and City Council vice-Mayor Donna Meyers.  Still no response from Mayor Cummings to my Brown Act demand of week before last demanding that City Council reconsider all items done without public access and participation (see “Brown Act Demand to Santa Cruz City Council: ReDo Meetings You’ve Illegally Closed” at https://www.indybay.org/newsitems/2020/10/30/18837959.php ).

WE ALSO CRAVE TO RETURN TO THE AIRWAVES IN ADDITION TO OUR NETCASTING!  That means simply access to a tall tree or rooftop where we can place the antenna.   In Covid-19 times, this is particularly important so the community can talk to itself without the ridiculous limitations of Zoom, etc.

Movement date for the Benchlands City-County campground is, according to Jessica York, stenographer for City Hall and the City Manager, mid-November–the destination a Campground area near the Armory up at De Laveaga.    As usual, York and the City officials she assiduously follows, completely ignore the reality for the majority of those outside.  See https://www.santacruzsentinel.com/2020/11/05/santa-cruz-homeless-camp-moving-to-delaveaga/  This includes the many the unofficial “Freedom” campground next to the Lawn Bowling court and the many others along Hiway 1, near Felker St. and the cemetery, and throughout the City facing increasingly cold nights. Badly-needed restroom, food, water, and charging services to the camps are still sorely missed.

City Council has yet another of its “no public, please” meetings held by Zoom instead of in Civic or another large venue where the public could actually weigh in–in person.  Fences around parking lot#27 where Food Not Bombs served food for many months were removed in the Tuesday night {“no coup, thanks!”) protests and have not been set up again by cops and public works “helpers”.   

Neither Mayor Cummings nor his boss City Mangler Bernal has responded to my Brown Act demand that City Council reconsider all items done without public access and participation (see “Brown Act Demand to Santa Cruz City Council: ReDo Meetings You’ve Illegally Closed” at https://www.indybay.org/newsitems/2020/10/30/18837959.php .
No transparency from City and County regarding expenditures (or non-expenditures) of funds from Project Roomkey and Project Housekey.
While a number of vulnerable unhoused are temporarily in the safer motel shelter, most of those “sheltered” are warehoused in the unhealthy group shelters–and even those shelters have waiting lists as the SCPD and its “social worker” allies pass out alleged available resource lists.  

The Pogonip camps continue to be blocked off with even the rudimentary portapotties and wash stations along hiway 9 removed.   Ditto with the scores of tents along hiway 1 near the interection with 9.      Encampments along the San Lorenzo pathway near the Broadway bridge and along Hiway 1 at River St.  continue to struggle in record numbers.    Months ago,  the City and County created more refugees.  They displaced the earlier larger Benchlands encampment with their own show County-run encampment.  That managed encampment  is due to be relocated to a field outside the Armory in De La Vega Park in mid-November–with no provision for the many homeless people living outside.

City Mangler Bernal’s Emergency Edict banning (largely Latinx) vendors on Beach St. continues its preferential impact, OKing tourist and Boardwalk businesses for masked and unmasked alike along the beaches, the Boardwalk, and the “no vendors allowed” sidewalks.  The Boardwalk has opened its rides for weekends.

NOMAD (Needs Oriented Movement Assistance and De-escalation) and Food Not Bombs are still organizing to provide escape resources for vehicle dwellers threatened with home seizure by lethally-armed police and Public Works cronies.  These younger activists begin to organize to resist what is likely to be the most Reactionary City Government in years–now that reactionaries have won the city election.
