NO HUFF MEETING This Wednesday Next meeting WEDNESDAY 12-27-17 at 11 AM at the Sub Rosa Cafe

HUFF now has meetings every other week at the same time and place, but can be contacted whenever at 831-423-HUFF.
There are no City Council meetings (for those interested in such things) until the second Tuesday in January.

The Annual “Homeless Memorial” will be held as usual at the Homeless (Lack of) Services Center at 115 Coral St. at 10 AM on Wednesday 12-20-17.   The general public (even the general homeless!) are actually allowed in past the security guard kiosk, the gates, and presumably without ID cards.   Just don’t try to get a meal there (showers are OK, not sure how about how much bureaucratic tape is required to use the bathroom).

So far no new storage program has been started (or even proposed) by the City after it withdrew its support for Brent Adams program, due to open on December 1st.  Funding and land was abruptly withdrawn, reportedly because of Adams occasional candor around the insufficiency of current overfunded and servicelight programs.

San Lorenzo Campground continues as a survival campground, though shrunken in size with the eviction/deportation/dispersal date apparently delayed.

HUFF is seeking volunteers to help cull through infraction citations for the last six months from the ranges and cops to check on whether Chief Mills’ officers have stopped enforcement of the Sleeping Ban at night on public property.    Volunteers step forward to help–and call 831-423-4833.

Please report conditions in San Lorenzo Park, downtown, the neighborhoods, and the parks  where numerous nightly encampments have grown.  If you live there, consider establishing contact with HUFF at 831-423-4833 on a regular basis to provide updates for the radio show Bathrobespierre’s Broadsides (Sundays 9:30 AM- 2:30 PM, Thursdays 6-8 PM at 101.3 FM and freakradio.org).  Fences are going up in Star of the Sea and Laurel St. parks, without significant input or approval from the Laurel St. community, anyway.

 

The Sleeping Ban City Council’s current toleration of San Lorenzo survival activity should not be mistaken for fair and equal treatment of unhoused people in public spaces generally.  The restrictive laws include Stay-Away’s, single vehicle parking, overnight (and in some areas 24-hour) parking bans, new fences around parks at night, abusive enforcement of Downtown Ordinances on Pacific as well as heavy and selective enforcement of the “no smoking” ordinances.

The real reason limited camper toleration is here is police enforcement is an impossibility.   Both in terms of economics and real-life-consequences, the plan to drive homeless folks out of sight and out of town just doesn’t work.  As services are cut back or require “a path to housing” (vouchers, checks), folks appear on the streets, next to buildings, etc.  Tickets in the Pogonip, along the tracks, and in the parks has caused a migration to residential neighborhoods—causing a flurry of quacking and cawing by enraged bourgeois residents.   Police Chief Andy Mills, ever sensitive to the concerns of Downtown merchants and NIMBY residents, has triaged police services by the San Lorenzo campground coup.

You can also help fight the Stay-Away orders as they are individually levied on homeless folks; contact Food Not Bombs  or HUFF  (numbers below).  Let these folks know if you or anyone you know has recently been given a Stay-Away order along with an Infraction ticket, particularly if it’s for longer than 24 hours (or 72 hours after October 12th when the new expanded law goes into effect).  Also report any frivolous citations (sitting, smoking in a distant and vacant area, so-called “trespass” on public property, and, of course, camping as well as the ever-popular “open container” citations).

Berkeley activist Cornerstone Carol Denney fights what she describes as a phony politically-motivated retrial for “assault and battery”.

Wednesday, November 15th is the next meeting date for HUFF at the Sub Rosa Cafe. 
We’ll likely continue on a bi-weekly schedule with long-distance laps from Monterey County activists fighting for the rights of RV dwellers on Lapis Road.  Becky Johnson will be reporting on the Monterey Board of Supervisors latest decision for a so-called Safe Parking Program that send RV’s nomading off during the daytime hours where the nearby cities have RV parking bans.

Reports also incoming from Salinas, Marina, and the three First They Came for the Homeless encampments in Berkeley.  We have three more days to look over SCPD and P & R records detailing the current use of Stay-Away’s.

It seems the “clear ’em out of the downtown by containing them in San Lorenzo Park” policy is continuing–which has a sort of resignation to sanity quality to it.   Promises and predictions by Chief Andy Mills, at least as far as a tolerated camping area, are so far being kept to his credit, that of Parks and Rec boss Mauro Garcia, and most uncharacteristically City Manager Martin Bernal.

However, this toleration should not be mistaken for fair and equal treatment of unhoused people in public spaces generally.  The restrictive laws that include Stay-Away’s, single vehicle parking, overnight (and in some areas 24-hour) parking bans, abusive enforcement of Downtown Ordinances on Pacific stay in place.

Interestingly enough, there were no negative comments at the Tuesday 11-14 Oral Communications period of the City Council.  Though why anyone would wait an hour to talk for 2 minutes (Mayor Chitty-Chatty Chase’s current time allowance during this “doghouse” period), it’s hard to fathom.

Inadequate Winter Shelter comes rolling down the pike starting in mid-November and expanding somewhat in December.   Hopefully the opening of these mini-programs won’t be the pretext for driving folks away from San Lorenzo.  Allies of those organizing to support the survival communities there should consider strategies for possible resistance.

We’re back at the usual Sub Rosa Cafe 11 AM meeting Wednesday November 1st.   HUFF will likely continue on a bi-weekly schedule with though that will be decided by those attending.   This decision was made to accommodate Monterey County activists currently fighting the Lapis Road Residential Vehicle Homeowner Struggle who have to come a longer distance.

Topics coming up will be activist Phil Posner’s survey of the San Lorenzo (de facto) Campground taken two weeks ago; solidarity between renters and houseless folks and the latest renter protection protest at the Sleep Tight apartments; adjourning to look over SCPD and P & R records detailing the current use of Stay-Away’s; updates from the federal court decision Tuesday allowing BART to deport homeless from the Here and There (formerly First They Came for the Homeless) encampment, from Sacramento’s trial against the City’s Camping Ban, and more….

Please report conditions in San Lorenzo Park, around the Post Office, and along the Coral St. sidewalk where numerous nightly encampments have grown. And also note the harassment actions against homeless in downtown, residential, and business areas where ticketing apparently has continued and possibly intensified.

The supposed “liberal” Mills policy means little if police and rangers are ticketing sleepers for “other crimes” on public property such as being in a park after dark, smoking, blocking the sidewalk, lodging, trespass, etc.

More HUFF Hibernation… NO MEETING TODAY (10-25) Next regularly scheduled meeting 11 AM 11-1-17 Wednesday at the Sub Rosa Cafe

The usual Sub Rosa Cafe 11 AM meeting today (Wednesday October 24) is cancelled..   HUFF has gone onto a bi-weekly schedule with the next meeting scheduled for Wednesday November 1st. at 703 Pacific.   This decision was made to accommodate Monterey County activists currently fighting the Lapis Road Residential Vehicle Homeowner Struggle who have to come a longer distance as well as acknowledge the dwindling number of local HUFFsters attending weekly.

On KZSC’s Talkabout show Wednesday 10-25  7:45 PM , Bathrobespierre Robert talks about the latest SCPD gambit with Chief Mill’s “no tickets 9 PM to 6 AM unless there is a complaint by someone in control of that property or some other crime or nuisance behavior is taking place.”

Updates tomorrow Thursday 10-26 6:30 PM at 101.3 FM (also freakradio.org) on the 6-8 PM Bathrobepierre’s Broadsides show regarding the Poor Tour/First They Came for the Homeless encampment in Berkeley, and Tuesday doings around the Rent Control organizing, the visit of Bandelero Bob Aronson (S.C. Politician and polemicist Steve Pleich gives a partial update on the upsurge of anti-homeless laws and policies in Santa Cruz spearheaded by City Manager Martin Bernal at https://www.indybay.org/newsitems/2017/10/15/18803631.php (“Community Remains in the “Shadow of Bell v. Boise”.  His local ACLU (where Steve is vice-Chair), however, rather than take stronger stands covers its relative docility by claiming it “must wait for an okay” from the Northern California ACLU.  His Chairmanship of the Board of MHCAN (Mental Health Clients Network) has been marked by secrecy, backroom dealing, and ultimately a failure to protect the previous powers of that organization with the food bank eliminated, a security guard now required, and public hearings put off a year.

Pleich is also working with activist Phil Posner on establishing an identified legal sleeping and storage zone–the Depot idea proposed 2 years ago.

HUFF rises again: 11 AM Sub Rosa Cafe Wednesday October 11th–The City’s Cheaper Crankier Coffee and Chatter As Well

The usual Sub Rosa Cafe 11 AM meeting at 703 Pacific today (Wednesday October 11) is back as promised.

On October 11th, Monterey County Lapis Road activists Wildfire and Becky Johnson will be coming to town to discuss Resistance strategies with HUFFsters.

Currently, the RV and vehicle dwellers down there are facing costly, unsustainable, and unnecessary relocations every day from 10 AM to 6 PM.  This process is whittling down their numbers, as the RV’s have been declared illegal to park in nearby cities.  The activists there are working on a Coastal Commission appeal among other strategies.  Salinas homeless activist Wes White is researching the resurgence of anti-RV parking laws in Seaside, Monterey, Sand City, Salinas, and surrounding communities.
