Movement date for the Benchlands City-County campground is, according to Jessica York, stenographer for City Hall and the City Manager, mid-November–the destination a Campground area near the Armory up at De Laveaga.    As usual, York and the City officials she assiduously follows, completely ignore the reality for the majority of those outside.  See https://www.santacruzsentinel.com/2020/11/05/santa-cruz-homeless-camp-moving-to-delaveaga/  This includes the many the unofficial “Freedom” campground next to the Lawn Bowling court and the many others along Hiway 1, near Felker St. and the cemetery, and throughout the City facing increasingly cold nights. Badly-needed restroom, food, water, and charging services to the camps are still sorely missed.

City Council has yet another of its “no public, please” meetings held by Zoom instead of in Civic or another large venue where the public could actually weigh in–in person.  Fences around parking lot#27 where Food Not Bombs served food for many months were removed in the Tuesday night {“no coup, thanks!”) protests and have not been set up again by cops and public works “helpers”.   

Neither Mayor Cummings nor his boss City Mangler Bernal has responded to my Brown Act demand that City Council reconsider all items done without public access and participation (see “Brown Act Demand to Santa Cruz City Council: ReDo Meetings You’ve Illegally Closed” at https://www.indybay.org/newsitems/2020/10/30/18837959.php .
No transparency from City and County regarding expenditures (or non-expenditures) of funds from Project Roomkey and Project Housekey.
While a number of vulnerable unhoused are temporarily in the safer motel shelter, most of those “sheltered” are warehoused in the unhealthy group shelters–and even those shelters have waiting lists as the SCPD and its “social worker” allies pass out alleged available resource lists.  

The Pogonip camps continue to be blocked off with even the rudimentary portapotties and wash stations along hiway 9 removed.   Ditto with the scores of tents along hiway 1 near the interection with 9.      Encampments along the San Lorenzo pathway near the Broadway bridge and along Hiway 1 at River St.  continue to struggle in record numbers.    Months ago,  the City and County created more refugees.  They displaced the earlier larger Benchlands encampment with their own show County-run encampment.  That managed encampment  is due to be relocated to a field outside the Armory in De La Vega Park in mid-November–with no provision for the many homeless people living outside.
City Mangler Bernal’s Emergency Edict banning (largely Latinx) vendors on Beach St. continues its preferential impact, OKing tourist and Boardwalk businesses for masked and unmasked alike along the beaches, the Boardwalk, and the “no vendors allowed” sidewalks.  The Boardwalk has opened its rides for weekends.

NOMAD (Needs Oriented Movement Assistance and De-escalation) and Food Not Bombs are still organizing to provide escape resources for vehicle dwellers threatened with home seizure by lethally-armed police and Public Works cronies.  These younger activists begin to organize to resist what is likely to be the most Reactionary City Government in years–now that reactionaries have won the city election.

When will the Benchlands City-County campground, which many residents have found helpful, be forced to move?   Mid-November is the rumor, but no assurance of places to go–either for the residents there or the much larger majority outside facing a freezing winter.  A private Good Samaritan has spent hundreds of dollars picking up 2700 pounds of garbage that City bosses were letting pile up.  All this next to the many tents huddling against the cheery phony “Housing Matters” sign for the 115 Coral St. poverty-pimp operation.

No action yet on City Mangler Martin Bernal’s 4 Edicts Against the Poor, passed subserviently by Shitty Council plan to once more fence off the Town Clock and surrounding areas to make them hostile to homeless survival campers comes before City Council Tuesday October 27th at the 2:15 PM session.  The “Bury the Library under a Parking Garage” was funded last Tuesday and stalks ahead.  Meanwhile I’ve filed a Brown Act demand that City Council reconsider all items done without public access and participation (see “Brown Act Demand to Santa Cruz City Council: ReDo Meetings You’ve Illegally Closed” at https://www.indybay.org/newsitems/2020/10/30/18837959.php  Badly-needed restroom, food, water, and charging services to the camps are still sorely missed.

• Vote (if you choose) for local candidates who oppose the dominant anti-homeless narrative (Alicia Kuhl was recently endorsed by HUFF), but don’t expect them to take real action which, as ever, will be coming from those outside and those who support them on the streets.  For those into “lesser evil” voting, consider Kuhl, Hill, Kumars, and Brown for the Shitty Council seats.  For the top cover man for the Corporate Duopoly, vote for someone other than Biden or Trump  (Biden has California sewn up, for those who’ve jumped on the Biden-as-Savior bandwagon).

When will the Benchlands City-County campground, which many residents have found helpful, be forced to move?   Who knows?  Authorities apparently aren’t telling residents.  Same with the smaller (but still well-populated) campground above the Benchlands near the Lawn Bowling area.  There are also concerns with the Felker St. camp near the former Camp Paradise location behind the cemetery.

• Vote (if you choose) for local candidates who oppose the dominant anti-homeless narrative (Alicia Kuhl was recently endorsed by HUFF), but don’t expect them to take real action which, as ever, will be coming from those outside and those who support them on the streets.
  
• Demand NO SWEEPS OF THE HOMELESS ENCAMPMENTS without real justification, alternative location or shelter, and respect for the Martin v. Boise and Blake v. Grants Pass rulings, the CDC guidelines, and the City’s own spring 2019 requirements respecting the health and safety of those sheltering outside. 
• Volunteer for homeless civil rights or service programs that actually serve:  Food Not Bombs, Day/Night Storage, HUFF, SC Homeless Union, Your Allied Rapid Response (YARR), Sub Rosa Cafe and others mentioned on Instagram
• Support decent resources (portapotties, trash pick-up’s, electrical access, needle exchange, potable water) to those sheltering outside.
• Check out HUFF (Homeless United for Friendship & Freedom) now meeting Wednesday 11 AM in the courtyard of the Sub Rosa Cafe at 703 Pacific next to the Bike Church.
• Support Tenant Resistance against landlord pressure as unemployment compensation and federal aid remains stalled.
• No Fences on Coral St. and at the former Food Not Bombs Survival Resources Lot #27 !
  
• Call in street reports to HUFF and the Free Radio Santa Cruz netshow back at 831-423-4833; Post your video on Facebook and You-tube.  Pass on protest times and places via Instagram and Santa Cruz Indymedia.
• Follow homeless civil rights struggles in other cities on You Tube’s “John Doe13K” channel, the S.F. Coalition on Homelessness’s Street Sheet website, and Santa Cruz County Homeless Advocates facebook page.
• Join in volunteer efforts that provide real services like Footbridge Services at 150 Felker St., Food Not Bombs daily meal at Lot #22 next to the old Taco Bell at Pacific & Laurel 1-6 PM daily.
  
• Restore in-person City Council meetings and access to those in power (City Manager Bernal)
• Defund “Homeless Removal” police services and put the money in real community help
• Resist a Reactionary City Council’s gentrification drive that threatens health and traditional values.

The October 31st “Move Without Destination” Depopulation of the Benchlands comes closer.  Some activists consider assisting Brent Adams and his Day/Night Storage crew in assisting those who forced to move and acting as “diplomats” and “helpers” as police under City Mangler Martin Bernal violates Martin v. Boise “no citations without indoor shelter” ruling as well as the CDC’s “let the homeless shelter in place” guidelines.

While a small number are temporarily in the safer motel shelter, most of the “sheltered” are warehoused in the unhealthy group shelters–and even those shelters are full with waiting lists.  

Air quality problems and high temperatures have returned with no protected areas set aside for the toxic air quality alerts, the potential smoke danger, etc. –particularly impactful of those outside, and of the broader community–given the COVID-19 pandemic.  Large publicly funded buildings like the Civic and the Stadium stand empty while encampments multiply outside the “lack of services” Housing Smidgeons Poverty Pimp Palace at 115 Coral St. with its misleading “Housing Matters” sign.  Dangerous COVID-19 vulnerable group shelters at the Vet’s Hall, Armory, “Housing Smidgeons” Paul Lee Loft, and Laurel St. continue to be the main “go to” for police” as a warehousing “alternative” when they threaten the visually “undesirable” outdoor camps being destroyed in the Pogonip, along the levee, and elsewhere.

The Pogonip camps have been blocked off and bulldozed.  Those along hiway 1 continue to be starved of resources like portapotties, wash stations, and other basics.     Encampments along the San Lorenzo pathway near the Broadway bridge and along Hiway 1 at River St.  multiplied exponentially after the City and County created more refugees by displacing the larger Benchlands encampment with their own show County-run encampment there.  There are no provisions for providing decent facilities for those camps as fall turns to winter.

No indication that “banned” vendors on Beach St. have been invited to resume their family-sustaining sidewalk businesses down near the Boardwalk, while unmasked tourists continue to be invited to crowd beaches, the Boardwalk, and the “no vendors allowed” sidewalks.

City Council snuck to a new day (Thursday) and time (evening) for its latest “regular” “meeting”.  Their budget hearing continued with its high militarist police budget ignoring the voices and needs of the Community regarding police defunding to preempt their violence, discrimination, homeless harassment, and overspending.   Instead, the police budget was reportedly the only department left uncut with three new “Community Service” officers added with no changes in policy or top personnel. https://www.santacruzsentinel.com/2020/10/09/santa-cruz-budget-cuts-reduce-5-million-in-city-spending/ All power still in the hands of City Manager Martin Bernal with the Council an echo chamber.  More ticketing of City Council candidate and SC Homeless Union organizer Alicia Kuhl after the bigotry-based Council veto of her group’s right to park safely on Olive St. (Sandy Brown dissenting).

Ben–the man whose vehicle was seized months ago in violation of CDC “shelter-in-place” guidelines–was bailed out and is reportedly at large, surviving the latest SCPD retaliation for his determined resistance to the police sweeps that continue to cast a dark shadow along the levee. 

City boss Bernal seems intent on ignoring CDC guidelines and the Martin v.
