The 9-12 City Council passed the Stay Away expansion law targeting homeless and poor people outside under the guise of “establishing standards”.  Extensive commentary and the entire Council “discussion”.   New SCPD chief Andy Mills responded to a lengthy interrogation outside City Hall.
