When will the Benchlands City-County campground, which many residents have found helpful, be forced to move?   Mid-November is the rumor, but no assurance of places to go–either for the residents there or the much larger majority outside facing a freezing winter.  A private Good Samaritan has spent hundreds of dollars picking up 2700 pounds of garbage that City bosses were letting pile up.  All this next to the many tents huddling against the cheery phony “Housing Matters” sign for the 115 Coral St. poverty-pimp operation.

No action yet on City Mangler Martin Bernal’s 4 Edicts Against the Poor, passed subserviently by Shitty Council plan to once more fence off the Town Clock and surrounding areas to make them hostile to homeless survival campers comes before City Council Tuesday October 27th at the 2:15 PM session.  The “Bury the Library under a Parking Garage” was funded last Tuesday and stalks ahead.  Meanwhile I’ve filed a Brown Act demand that City Council reconsider all items done without public access and participation (see “Brown Act Demand to Santa Cruz City Council: ReDo Meetings You’ve Illegally Closed” at https://www.indybay.org/newsitems/2020/10/30/18837959.php  Badly-needed restroom, food, water, and charging services to the camps are still sorely missed.

COVID budget-cutting in spite of Projects Roomkey and Housekey continues.  While a small number are temporarily in the safer motel shelter, most of the “sheltered” are warehoused in the unhealthy group shelters–and even those shelters are full with waiting lists.  

The Pogonip camps continue to be blocked off and bulldozed.  Those along hiway 1 continue to be starved of sanitary resources.     Encampments along the San Lorenzo pathway near the Broadway bridge and along Hiway 1 at River St.  continue to struggle in record numbers after the City and County created more refugees by displacing the larger Benchlands encampment with their own show County-run encampment there due to be dumped and dispersed in the next few weeks.

City Mangler Bernal’s Emergency Edict banning (largely Latinx) vendors on Beach St. continues its preferential impact, OKing tourist and Boardwalk businesses for masked and unmasked alike along the beaches, the Boardwalk, and the “no vendors allowed” sidewalks.

NOMAD (Needs Oriented Movement assistance and De-escalation) and Food Not Bombs provided escape resources for vehicle dwellers threatened with home seizure by lethally-armed police and Public Works cronies out on the West side of town as younger activists begin to organize to resist what is likely to be the most Reactionary City Government in years–whether Demopublicans or Republicrats “win” the “election”.

When will the Benchlands City-County campground, which many residents have found helpful, be forced to move?   Who knows?  Authorities apparently aren’t telling residents.  Same with the smaller (but still well-populated) campground above the Benchlands near the Lawn Bowling area.  There are also concerns with the Felker St. camp near the former Camp Paradise location behind the cemetery. 

Further rubberstamping of City Mangler Martin Bernal’s plan to once more fence off the Town Clock and surrounding areas to make them hostile to homeless survival campers comes before City Council Tuesday October 27th at the 2:15 PM session.  The “Bury the Library under a Parking Garage” boondoggle comes up at 7 PM.  Oral Communications on other topics not on the agenda is at 5:30 PM.  There are NO proposals on the agenda to actually provide badly-needed restroom, food, water, and charging services to the campgrounds whose presence belies the “Housing Smidgeons” sign on Hiway 1, that lie about the “success” of the former Homeless (Lack of) Services Center at 115 Coral St.

Say No to the City Manager’s Attack on Homeless Encampments and Food Not Bombs–2 PM Wednesday October 27th at City Hall Courtyard–NO on Agenda Item #9

THE THREAT OF FURTHER ACTION AGAINST THOSE OUTSIDE & GROUPS THAT SUPPORT THEM

The city is threatening to evict Food Not Bombs from its sharing location for the fourth time during this pandemic even though more than 100 people a day are depending on us for food, clothing, books and masks. They are suggesting that it will be illegal for us to share in any public location and plan to fence off each of these areas.

Tuesday, October 27, 2020, at 2 PM Santa Cruz City Hall – 809 Center Street, Santa Cruz. The vote is scheduled for that time or soon thereafter.

The City Council meeting will, as usual, be held behind closed doors in spite of the availability of the Civic Auditorium for safe use.

  • Restore in-person City Council meetings and access to those in power (City Manager Bernal)
  • Defund “Homeless Removal” police services and put the money in real community help
  • Resist a Reactionary City Council’s gentrification drive that threatens health and traditional values.


The October 31st “Move Without Destination” Depopulation of the Benchlands comes closer.  Some activists consider assisting Brent Adams and his Day/Night Storage crew in assisting those who forced to move and acting as “diplomats” and “helpers” as police under City Mangler Martin Bernal violates Martin v. Boise “no citations without indoor shelter” ruling as well as the CDC’s “let the homeless shelter in place” guidelines.

Air quality problems and high temperatures have returned with no protected areas set aside for the toxic air quality alerts, the potential smoke danger, etc. –particularly impactful of those outside, and of the broader community–given the COVID-19 pandemic.  Large publicly funded buildings like the Civic and the Stadium stand empty while encampments multiply outside the “lack of services” Housing Smidgeons Poverty Pimp Palace at 115 Coral St. with its misleading “Housing Matters” sign.  Dangerous COVID-19 vulnerable group shelters at the Vet’s Hall, Armory, “Housing Smidgeons” Paul Lee Loft, and Laurel St. continue to be the main “go to” for police” as a warehousing “alternative” when they threaten the visually “undesirable” outdoor camps being destroyed in the Pogonip, along the levee, and elsewhere.

The Pogonip camps have been blocked off and bulldozed.  Those along hiway 1 continue to be starved of resources like portapotties, wash stations, and other basics.     Encampments along the San Lorenzo pathway near the Broadway bridge and along Hiway 1 at River St.  multiplied exponentially after the City and County created more refugees by displacing the larger Benchlands encampment with their own show County-run encampment there.  There are no provisions for providing decent facilities for those camps as fall turns to winter.

No indication that “banned” vendors on Beach St. have been invited to resume their family-sustaining sidewalk businesses down near the Boardwalk, while unmasked tourists continue to be invited to crowd beaches, the Boardwalk, and the “no vendors allowed” sidewalks.
